Downing Street, August 23, 1911. I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of your letter of the 14th August with regard to the importation of uncertified opium into Hong Kong.
2. I am to transmit to you, for the information of Secretary Sir Edward Grey, the accompanying paraphrase of a telegram which has been sent to the Governor of Hong Kong, and to add that Mr. Harcourt sees no objection to the proposal that the prohibition of importation of prepared opium into China should come into force simultaneously with the prohibition of the import of uncertified opium into Houg Kong.

YOUR cypher telegram of the 1st August. Prohibition of import of uncertified opium should take effect from the 1st September. Minister at Peking wishes to know whether the expression "uncertified opium" as used by you is intended to cover opium of non-Indian origin. Please inform him direct as well as me.
